Turkish parliament begins debate on national solidarity bill

Felicity Party leader Mahmut Arikan said the legislation carried implications for both Türkiye's past and its future. He said his party had consistently made its expectations and reservations regarding the Terror-Free Türkiye initiative public, arguing that a permanent resolution to terrorism requires justice, the rule of law, social cohesion and a sense of national solidarity.

Call for opposition proposals

New Path Party Group Chairman Mehmet Emin Ekmen urged lawmakers to take opposition parties' recommendations into account during the parliamentary process. Ekmen also credited President Recep Tayyip Erdogan with playing a constructive role in bringing the initiative to its current stage and expressed appreciation for Nationalist Movement Party (MHP) leader Devlet Bahceli's position throughout the process.

Legal framework for disarmament

The National Solidarity Bill establishes procedures that could allow investigations, prosecutions, convictions and related legal proceedings to be suspended once authorities establish that the PKK/KCK and affiliated organizations have ended their activities and surrendered their weapons.

The proposed framework covers a range of offenses linked to the organization, including membership, assistance and propaganda, as well as crimes carried out in connection with its activities. It also includes terrorism-financing offenses committed for the benefit of the organization.

Terror-Free Türkiye process

The parliamentary debate represents a key legislative stage in Türkiye's effort to address the terrorism issue through a framework combining security, legal and political measures. The bill will now be examined by lawmakers as parties assess the conditions and legal consequences attached to the disarmament process.
