Lebanon, Israel open seventh round of talks in Rome

Lebanese and Israeli delegations convened in Rome on Tuesday for a seventh round of direct negotiations under American auspices, seeking to advance a US-mediated framework agreement that provides for Israeli withdrawal from occupied Lebanese territory and the deployment of the Lebanese army in border areas. The talks aim to finalize implementation mechanisms for the June 26 accord, which calls for phased Israeli withdrawal in exchange for Lebanese military control and the disarmament of armed groups — a reference to Hezbollah. Italian media confirmed the opening of Tuesday's session without disclosing specific agenda details.

Framework agreement

The June 26 framework formula — signed after five rounds of Washington talks and one previous Rome meeting — establishes terms for Israeli forces to vacate occupied areas while Lebanese troops assume security responsibilities. The agreement specifically references the disarmament of Hezbollah and other armed factions as a condition for territorial withdrawal. Washington has sponsored the diplomatic process since its inception, hosting the initial five negotiation rounds before Italy began hosting subsequent sessions.

Border violence

Israeli military operations have continued along the southern frontier despite the diplomatic efforts, with troops conducting land-clearing, demolition and explosive operations targeting homes and structures in several Lebanese towns. Since March 2, Israeli attacks on Lebanon have killed 4,333 people and injured 12,236 others, according to Lebanon’s Health Ministry. The persistent violence threatens to undermine the implementation of the border security arrangements under discussion in Rome.
