Finland has thousands of underground shelters and concrete fortification systems used for both civilian and military purposes. The shelters are often integrated into the basements of homes and businesses and are designed for various defense purposes.

According to some sources, there is adequate housing infrastructure for a significant portion of the population (particularly due to practices from the Cold War era).

Switzerland has a massive network of nuclear and air raid shelters large enough to protect every single person in its population. There are approximately 370,000 shelters, a number far exceeding the country's population, leaving room for even one person. Many of these are hidden beneath apartment buildings or multi-unit buildings.

These shelters were built not only for military purposes but also for civilian protection, and are designed to withstand nuclear, chemical, and biological threats. Therefore, Switzerland is clearly at the forefront of countries with the most shelters.
