Syria recognizes diplomas from Turkish universities in northern areas

In a notable diplomatic development, the Syrian government has formally agreed to recognize academic diplomas awarded by Turkish universities operating in northern Syria. The agreement, secured through institutional negotiations, aims to protect the academic rights and future prospects of graduates in the region.
The Syrian Ministry of Higher Education has moved to formally recognize the academic qualifications of graduates from Turkish universities operating in northern Syria, marking a significant step in cross-border educational cooperation. The announcement was made Monday by Professor Erol Özvar, head of Türkiye’s Council of Higher Education (YÖK), who stated the positive conclusion followed direct contacts between the relevant institutions of the two countries.
A Process for Rights and Academic Normalization
Professor Özvar explained that the Syrian side has established a specialized commission under its Higher Education and Scientific Research Ministry to execute the recognition process. This commission will focus on validating diplomas from specific institutions, including Gaziantep University and the University of Health Sciences, and will work to regularize the academic status of affected students. Özvar highlighted the decision's importance, stating it is crucial "for protecting rights and safeguarding academic achievements" of the graduates, ensuring their qualifications are acknowledged for future employment or further study.
Cooperation Amid Complex Relations
The Turkish official extended thanks to Syrian Higher Education and Scientific Research Minister Marwan al-Halabi for his "understanding and cooperation" in facilitating the agreement. This development occurs within the complex and often tense political landscape between Türkiye and Syria, where interactions on humanitarian and administrative matters have continued despite broader disagreements. The diploma recognition is seen as a pragmatic measure addressing the practical needs of the local population in areas where Turkish institutions have provided essential services, including education, in recent years.
Strategic Context and Implications for Regional Stability
The recognition of these diplomas carries weight beyond the academic sphere. It represents a functional, albeit limited, channel of engagement between Ankara and Damascus, potentially contributing to stability in northern Syria by improving the professional prospects of the local youth. For Türkiye, which prioritizes the well-being and integration of populations in these regions to prevent security vacuums, such agreements align with long-term strategic goals of normalization and reconstruction. It also underscores Türkiye's enduring commitment to playing a central role in the region's future, not only through security measures but also via institutional and humanitarian contributions.
