The ‘Memorandum of Understanding on Combating the Smuggling of Cultural Heritage between the Ministry of Culture and Tourism of the Republic of Turkiye and the Ministry of Construction and Transport of Hungary’ is signed by Turkish Minister of Culture and Tourism Mehmet Nuri Ersoy and Hungary’s Minister of Foreign Affairs and Trade Szijjarto in Istanbul, Turkiye on December 08, 2025. Following Turkish President Recep Tayyip Erdogan’s meeting with Hungarian Prime Minister Viktor Orban, 16 cooperation agreements in various fields were signed between the two countries in the presence of Erdogan and Orban.

Türkiye and Hungary have inked a memorandum of understanding and a four-year implementation protocol to expand academic collaboration. The agreement focuses on student exchanges, joint degree programs, and university partnerships.

Türkiye and Hungary have solidified their strategic partnership with a new agreement aimed at significantly enhancing cooperation in higher education. A memorandum of understanding (MoU) and a detailed 2025-2028 implementation protocol were signed on Monday between Türkiye’s Council of Higher Education (YOK) and Hungary’s Ministry of Culture and Innovation.

A strategic expansion of bilateral ties

The signing ceremony took place at Istanbul's historic Dolmabahce Palace during Hungarian Prime Minister Viktor Orban's official visit, marking a new academic dimension to the longstanding friendship between the two nations. The protocol is designed to increase student and academic staff mobility, foster joint research, and strengthen institutional links between Turkish and Hungarian universities.

Key areas of collaboration and exchange

The agreement outlines concrete steps across several areas. It encourages the establishment of joint undergraduate, graduate, and doctoral degree programs and facilitates reciprocal exchange programs for students and faculty. Additionally, students will gain opportunities for internships in their field of study in the partner country, while short-term research programs, joint workshops, and academic conferences will be promoted to accelerate knowledge sharing.

Scholarships and diploma recognition

As part of the collaborative framework, both countries have committed to offering scholarship opportunities to each other's students in accordance with national regulations. The protocol also addresses the mutual recognition of diplomas, a crucial step for facilitating smoother academic and professional mobility. This comprehensive approach aims to build lasting educational bridges and foster deeper cultural and intellectual ties between Türkiye and Hungary.
