Failed Co-Hosting Negotiations

According to Turkish diplomatic sources, initial progress was made during the 80th UN General Assembly when Türkiye and Australia explored a unique co-chairing model for COP31. Both nations had tentatively agreed to share presidency responsibilities, alternate hosting high-level meetings, and jointly manage negotiation processes. However, the collaborative framework collapsed when Australian Prime Minister Anthony Albanese sent a letter to President Recep Tayyip Erdogen rejecting previously discussed arrangements and arguing that the co-chairing model conflicted with UN procedural rules and could undermine Pacific regional focus.

Türkiye's Alternative Vision

Turkish officials have articulated a different philosophical approach to climate diplomacy, viewing the proposed co-chairing arrangement as an innovative step toward strengthening multilateral cooperation. Ankara has declared its full preparedness to host COP31 independently if consensus cannot be reached with Australia. Turkish authorities believe that flexible formulas developed through good-faith consultations could significantly contribute to the summit's success. The Turkish candidacy framework emphasizes cooperation and inclusivity as central principles, presenting the bid not as a regional preference but as a global call for solidarity in addressing climate challenges. Procedural Context and Historical Framework

Under established UN Framework Convention on Climate Change procedures, if competing candidates cannot reach agreement on hosting arrangements, the conference defaults to Bonn, Germany, where the UNFCCC Secretariat maintains its headquarters. Türkiye joined the UNFCCC in 2004 and has since increasingly engaged with global climate initiatives. The COP represents the convention's supreme decision-making body, conducting annual meetings where decisions are adopted through consensus among all participating nations, making host country leadership crucial for facilitating productive negotiations.
