The coalition, which includes major European powers, Canada, and Japan, asserted that such unilateral settlement expansion "not only violate[s] international law but also risk[s] fueling instability." They expressed concern that the decision could harm the implementation of the broader Comprehensive Plan for Gaza and jeopardize long-term regional security, calling on Israel to halt all settlement activity in line with United Nations Security Council Resolution 2334.
Reiteration of the two-state solution
The signatories reiterated their firm opposition to annexation and specifically criticized settlement plans in the sensitive E1 area near Jerusalem. The statement reaffirmed their commitment to Palestinian self-determination and a negotiated two-state solution, stressing that "there is no alternative" to a future where Israel and Palestine coexist side-by-side in peace within secure and recognized borders.
