A special envoy for Syria will also be appointed, based in Beirut. The Belgian government emphasized that bilateral relations with affected countries will continue through other means.

Belgium is set to close eight of its diplomatic missions abroad as part of a major overhaul designed to modernize and strengthen its global presence. Foreign Minister Maxime Prevot announced the strategic shift on Friday, framing it as a necessary step to create a diplomatic network that is broader and better prepared for future challenges. This decision follows a comprehensive review, the first of its kind in over ten years, of Belgium's international representation. The restructuring plan also involves opening five new diplomatic posts and reinforcing approximately 20 others.

Closures and New Openings

The embassies and consulates scheduled for closure are located in Sarajevo (Bosnia-Herzegovina), Conakry (Guinea), Bamako (Mali), Maputo (Mozambique), Havana (Cuba), Rio de Janeiro (Brazil), Guangzhou (China), and Kuwait City (Kuwait). Minister Prevot was quick to clarify that this does not signal a downgrade in relations. He stated, "These closures in no way diminish the importance we attach to maintaining bilateral relations with the countries concerned," noting that ties would be managed via regional hubs or special envoys. Conversely, new Belgian embassies will be established in Tirana, Windhoek, Muscat, and Tashkent. A permanent representative to the African Union will also be stationed in Addis Ababa.

Financial Reallocation and Consular Services

The Belgian ministry confirmed that the financial savings from these closures will be reinvested into the diplomatic corps. Key areas for investment include bolstering understaffed missions and creating a flexible pool of "flying diplomats" who can be rapidly deployed during international crises or to cover temporary staffing gaps. For Belgian citizens abroad, the government has assured that consular services will remain accessible. The transition process for the closures is planned to take place throughout 2026 and 2027, with support provided to the affected posts.

Regional Focus and Special Envoys

A notable aspect of the new strategy is the appointment of an ambassador for Syria, who will be resident in Beirut, Lebanon. This move highlights a pragmatic approach to maintaining diplomatic engagement in complex regions. The overall restructuring reflects a global trend where nations, including Türkiye, periodically reassess their international footprints to align strategic interests with available resources, ensuring that diplomatic efforts are both effective and efficient in a changing world.
