EU preparing new sanctions on Russia over shadow fleet and interference

The European Union is preparing a new package of sanctions against Russia, targeting entities involved in circumventing existing measures and individuals accused of carrying out destabilizing influence operations. French Foreign Minister Jean-Noel Barrot announced the planned restrictions ahead of an EU foreign ministers' meeting in Brussels on Monday.
Targets: Shadow Fleet and Disinformation Actors
Barrot stated the sanctions would target nine entities, specifically maritime companies forming part of Russia's so-called "shadow fleet" that assists major oil firms like Lukoil and Rosneft in bypassing EU embargoes. Additionally, twelve individuals stand to be sanctioned for alleged foreign interference and digital disinformation campaigns in Europe. Among those named were Xavier Moreau, described as a conduit for "Kremlin propaganda," and John Mark Dougan, accused of a key role in digital interference operations.
Reference to Specific Campaigns and EU Resolve
The French minister referenced a disinformation effort known as "Storm 1516," which French watchdog agency Viginum has identified as repeatedly targeting French and European public discourse. Barrot emphasized that France and its EU partners remain determined to maintain pressure on all actors supporting Russia's war effort in Ukraine, using sanctions as a primary tool. This development highlights the ongoing geopolitical friction between Brussels and Moscow, extending beyond the battlefield to encompass economic warfare and information security.
