EU foreign policy chief Kaja Kallas has characterized Russia's war in Ukraine as an "existential threat" during the launch of the EU Pact for the Mediterranean in Barcelona. She urged strengthened cooperation with Southern Mediterranean partners and warned that Vladimir Putin will continue aggression unless stopped.

European Union foreign policy chief Kaja Kallas has issued a stark warning about Russia's ongoing war in Ukraine, describing the conflict as an existential threat to European security during the launch of a new Mediterranean cooperation initiative. The statement came as EU ministers convened in Barcelona to establish the EU Pact for the Mediterranean.

Urgent Warning on Russian Aggression

Kallas emphasized the severe nature of the security threat, stating unequivocally that "Russia's war in Ukraine is an existential threat. If Putin is not stopped, he will not stop." She characterized the current geopolitical landscape as facing "earth-shaking changes" while noting the Mediterranean region's increasing strategic importance. Despite multiple global crises, Kallas maintained that "the answer is very simple" regarding the necessary response to Russian aggression.

Mediterranean Partnership Initiative

The EU foreign policy chief called for a fundamental reset in relations with Southern Mediterranean nations, arguing that "we can only achieve these objectives through stronger partnerships and far more cooperation." She stressed the importance of collaborative relationships "working together as equals" through the newly established pact. The initiative aims to deepen cooperation across multiple sectors including blue economy development, digital infrastructure, energy flows, educational exchanges, cultural programs, and startup ecosystems.

Regional Security Concerns

Kallas identified several shared security challenges across the Mediterranean region, specifically highlighting "shadow fleet ships" that facilitate Russian sanctions evasion while potentially serving as "launch pads for drones and attacks" and creating environmental hazards. She also addressed the Gaza conflict, noting that "Gaza's stability is a priority for us all" and affirming the European Union's role in supporting peace process efforts. The Barcelona meeting represents the EU's attempt to strengthen southern engagement amid ongoing eastern security challenges.
