Rubio unveils Quad initiatives on maritime surveillance, critical minerals, energy security

US Secretary of State Marco Rubio announced two major Quad initiatives in New Delhi: the Indo-Pacific Maritime Surveillance Corporation Initiative to enhance information sharing, and a port infrastructure partnership with Fiji. He also launched a Quad Critical Minerals Framework and a fuel security initiative, as the US, India, Japan, and Australia deepen cooperation.
US Secretary of State Marco Rubio unveiled two new maritime security initiatives on Tuesday following a Quad meeting in New Delhi with his counterparts from India, Australia, and Japan. “We have real concrete achievables that we can announce to our respective countries and to the world,” Rubio said at a joint news conference. The first initiative is the launch of the Indo-Pacific Maritime Surveillance Corporation Initiative, which will leverage each country’s maritime surveillance capabilities to enhance information sharing. Rubio noted that the Quad also agreed to expand the “Indo-Pacific Maritime Domain Awareness Initiative,” which could provide near real-time commercial maritime data to regional countries.
Port infrastructure and critical minerals
The second initiative involves partnering on port infrastructure, particularly in the Pacific Islands. “We’re announcing plans to work with Fiji to advance that country’s port infrastructure,” Rubio said, marking the first time Quad partners have collaborated on such a project. Rubio also announced a new “Quad Critical Minerals Framework” to coordinate investment and economic policies for mining, processing, and recycling critical minerals. Additionally, a “Quad initiative on Indo-Pacific energy security” will focus on technology, policy coordination, market analysis, and emergency response. The US Department of Energy will host a fuel security forum later this year.
