Russia aims to advance Ukraine peace talks at Putin-Trump summit

President Donald Trump meets his Russian counterpart, Vladimir Putin on the tarmac in a red-carpet greeting after the Russian presidential plane touched down in Anchorage, Alaska, United States on August 15, 2025.

The Kremlin has confirmed that Russia will seek progress on Ukraine peace negotiations during the upcoming summit between Presidents Putin and Trump in Budapest. The meeting, which could occur within two weeks, will also address bilateral relations between Moscow and Washington.

The Kremlin has announced that Moscow intends to advance peace negotiations concerning the ongoing conflict in Ukraine during the anticipated summit between Russian President Vladimir Putin and US President Donald Trump. The meeting, scheduled to take place in Budapest, follows a "very productive" telephone conversation between the two leaders last Thursday, during which they agreed to initiate immediate preparations for the high-level diplomatic engagement.

Summit Preparation and Venue Selection

According to Kremlin spokesman Dmitry Peskov, formal preparations for the summit "will only begin now," with foreign policy agencies from both nations tasked with working out specific details. The choice of Budapest as the meeting location reflects both leaders' positive relationships with Hungarian Prime Minister Viktor Orban, whom Peskov described as having "very constructive" ties with Putin and "fairly warm" relations with Trump.

Ukrainian Participation and Format Considerations

When questioned about potential Ukrainian involvement in the talks, Peskov indicated that significant preparatory work remains before determining the summit's final format. Ukrainian President Volodymyr Zelenskyy has expressed conditional willingness to participate, stating he would attend if invited, though he noted Budapest might not be "the best venue" for such negotiations. Zelenskyy suggested he would consider various formats, including shuttle diplomacy where Trump would meet separately with both leaders.

Broader Diplomatic Context

The planned summit represents the first face-to-face meeting between Putin and Trump since their August 15 encounter in Alaska. President Trump has indicated the Budapest meeting could occur within two weeks, following preliminary discussions between high-level delegations from both countries. Beyond Ukraine, the talks are expected to address broader aspects of US-Russia bilateral relations, which have remained strained throughout the conflict now entering its fourth year.
