Russia slams 'egregious' US visa denial for deputy minister

Visa refusal violates host obligations
Russia's ambassador to the United Nations on Tuesday accused the United States of violating its international obligations as host country by denying a visa to a senior Russian diplomat scheduled to attend a high-level Security Council meeting, condemning the move as an act of "egregious disrespect." Addressing a council debate in New York on upholding the purposes and principles of the UN Charter, Vassily Nebenzia stated that Deputy Foreign Minister Alexander Alimov had originally been selected to lead the Russian delegation for the session.
"However, despite all of our attempts to persuade the US side to issue a visa to him, that visa was ultimately not granted," Nebenzia said. He argued that the refusal constitutes a clear breach of the UN Headquarters Agreement — which mandates that Washington provide access to the headquarters for officials from all member states without exception. The ambassador characterized the denial not merely as a procedural failure but as a deliberate snub to the Chinese presidency of the Security Council and the thematic significance of the debate on international system strengthening.
Western 'rules-based order' challenged
Nebenzia further claimed that countries "spearheaded by the West are proposing some kind of a (new) rules-based order," rather than adhering strictly to the UN Charter framework. The visa dispute underscores ongoing diplomatic friction between Moscow and Washington regarding access to international forums and competing visions of multilateral legitimacy. The Security Council session convened Tuesday to address mechanisms for strengthening the UN-centered international system amid rising great-power tensions.
