South Korean military sent 23 waves of leaflets to North Korea in 2024

The South Korean military dispatched propaganda leaflets to North Korea 23 times last year under former President Yoon Suk Yeol's government, newly released information shows. This comes amidst ongoing investigations into Yoon's failed attempt to impose martial law in late 2024, which led to his ouster and indictment.
Newly disclosed information has revealed that the South Korean military conducted a sustained campaign to send propaganda leaflets across the border to North Korea last year. According to reports from the Yonhap News Agency, the military executed 23 separate leaflet operations during 2024 under the administration of former President Yoon Suk Yeol.
Link to Political Crisis and Martial Law Allegations
The revelation comes from data provided by lawmaker Choo Mi-ae's office, which cites an investigation by South Korea's Defense Ministry. This information emerges within the context of a major political scandal, as ousted President Yoon faces serious accusations of having sent drones into North Korean airspace to provoke a military response. This alleged provocation is said to have been intended to create a pretext for declaring martial law on December 3, 2024, an attempt that ultimately failed.
Legal Basis and Operational Details
The leaflet operations were formally approved by the National Security Council in October 2023, following a Constitutional Court ruling the previous month that struck down a ban on such campaigns as unconstitutional. The military's psychological warfare unit proceeded to send leaflets to 35 targeted areas, including the capital Pyongyang and various military installations, between February and November of 2024.
Aftermath and Current Status
Yoon's declaration of martial law was swiftly overturned by the National Assembly within hours. He was subsequently impeached, suspended, arrested, and indicted on charges of leading an insurrection. Formally removed from office by the Constitutional Court in April, Yoon remains detained, marking a dramatic fall from power that has reshaped South Korean politics.
