Sri Lanka negotiating with Russia on LNG terminal and refinery upgrade

Sri Lanka has entered into negotiations with Russia regarding potential energy infrastructure projects, including the construction of a liquefied natural gas (LNG) terminal and the modernization of the country's only oil refinery. According to a report by Russia's Tass news agency on Monday, the talks aim to enable the processing of Russian oil at the Sapugaskanda Refinery.
Ambassador's Comments on Clean Energy Shift
In an interview with Tass, Sri Lankan Ambassador to Russia Shobini Gunasekera confirmed the dialogue, linking it to Colombo's goal of transitioning to cleaner energy sources due to climate change impacts. "Sri Lanka is interested in cooperating with Russia, and we've already begun this dialogue," she stated, while cautioning, "I can't tell you whether this will yield any results right now." She confirmed a proposal has been submitted and that the state oil corporation is engaged in talks, but no formal agreements have been signed.
Project Details and Context
The discussions were initiated after Sri Lankan Energy Minister Kumara Jayakody attended the Russian Energy Week forum in Moscow in October. The proposed modernization would update the Sapugaskanda Refinery, originally built in 1969, to handle Russian crude oil. The parallel proposal for an LNG terminal forms part of Sri Lanka's broader strategy to diversify its energy mix. For nations like Türkiye, which maintains complex diplomatic and economic ties globally, such bilateral energy partnerships between smaller states and major powers are watched closely as indicators of shifting regional alliances and economic dependencies.
