Syria’s President al-Sharaa pledges no exclusion in state rebuilding phase

Syrian President Ahmed al-Sharaa has stated that Syria is entering a new phase of rebuilding based on stability and popular participation, with no exclusionary or retaliatory agenda against any group. Speaking at a meeting with community leaders from coastal provinces, he described Syria as a "state of citizenship" that guarantees justice. Attendees emphasized civil peace and the need for an investment map to spur development.
Syrian President Ahmed al-Sharaa has affirmed that the country holds no exclusionary or vengeful policies toward any segment of its society as it embarks on a post-conflict rebuilding process. The statement was made during a meeting at the People's Palace in Damascus with notables and community figures from the western coastal provinces of Latakia and Tartus.
A "State of Citizenship" and Foundations for Rebuilding
President al-Sharaa framed the current period as a new chapter focused on reconstructing state institutions. "Syria is entering a new phase of rebuilding the state on the foundations of stability and popular participation," he said, according to presidency accounts. He further characterized the nation as "a state of citizenship that guarantees justice and safeguards the rights of all Syrians."
Focus on Civil Peace and Coastal Development
The meeting's attendees highlighted the critical importance of consolidating civil peace and the rule of law. A key topic of discussion was the economic development of the coastal region, with leaders raising the need to prepare a dedicated investment map to create job opportunities and support recovery. This focus comes after a period of significant turmoil in the area following the political transition.
Context of Transition and Reported Violations
The meeting occurs against the backdrop of a major political shift that saw former leader Bashar al-Assad depart the country in late 2024, ending decades of Baath Party rule. A UN report documented widespread violations, including killings targeting Alawi communities in the coastal region in March, attributed to various actors including remnants of the former regime. The new transitional administration, formed in January and led by al-Sharaa, has pursued security restoration, reforms, and broader international engagement.
