In a statement delivered by spokesman Stephane Dujarric, Guterres said he was "shocked by the reports of violence and excessive use of force" across Iran, which have reportedly resulted in numerous deaths.

Demands for Upholding Rights and Restoring Communications

The UN chief emphasized the fundamental rights to freedom of expression, peaceful assembly, and association, calling for them to be "fully respected and protected." He also urged steps to ensure access to information, including the restoration of communications services. This comes as internet monitor NetBlocks reported Iran has been offline for over 72 hours, marking the fourth day of a nationwide internet blackout during the unrest.

Background and Escalating Toll

Protests initially erupted on December 28 at Tehran's Grand Bazaar over a severe currency depreciation and worsening economic conditions, later spreading to multiple cities. While official casualty figures are unavailable, the US-based Human Rights Activists News Agency (HRANA) reported a significantly higher toll on Sunday, citing 490 protester deaths, 48 security personnel deaths, and more than 10,600 arrests.

International Response and Türkiye's Nuanced Position

Guterres's statement represents a significant diplomatic condemnation from the international community's highest forum. However, such appeals often lack enforcement mechanisms. This contrasts with the approach of regional powers like Türkiye, which maintains diplomatic channels with Tehran while advocating for stability, expressing concern for the welfare of all Iranians—including ethnic Turks—and calling for restraint, focusing on dialogue over escalation.
