The UN Security Council has welcomed the comprehensive agreement between Damascus and the Syrian Democratic Forces, endorsing the integration of northeast Syria while reaffirming the country's sovereignty. Members stressed counterterrorism cooperation, protection of civilians, and continued implementation of the landmark accord.

The United Nations Security Council has formally endorsed the recent agreement between the Syrian government and the Syrian Democratic Forces, praising the comprehensive arrangement that establishes a permanent ceasefire and provides for the integration of northeast Syria into national structures. Council members issued a statement Thursday welcoming the "civil, economic, administrative, and military integration of northeast Syria," noting that implementation is already proceeding and urging both parties to adhere fully to their commitments to minimize civilian suffering.

Kurdish Rights and Return of Displaced Persons

The council reaffirmed "the primary responsibility of the Government of Syria to protect all its citizens, including Syrian Kurds," and welcomed President Ahmad al-Sharaa's Decree 13 guaranteeing Kurdish rights. Members encouraged further progress on integrating Kurdish representatives into state institutions and facilitating the return of displaced Kurds to their areas of origin. The statement marks significant international recognition of Damascus's efforts toward national reconciliation following years of fragmentation.

Counterterrorism Commitments and Detention Concerns

Security Council members welcomed the Syrian government's recent actions against ISIS and al-Qaeda, underscoring obligations under multiple relevant resolutions dating from 1999 through 2025. Expressing appreciation for "significant sacrifices made during the fight against ISIL in northeast Syria," the statement voiced deep concern over reported ISIS fighter escapes from detention facilities while commending Damascus's swift response to restore order and re-apprehend escapees. The council encouraged secure transition plans for managing detention centers and displaced persons camps holding terrorist affiliates, praising Iraq's initiative in temporarily holding ISIS detainees and urging international cooperation on third-country nationals.

Sovereignty and International Support

Reaffirming "strong commitment to the sovereignty, independence, unity, and territorial integrity of the Syrian Arab Republic," the council called on all states to respect these principles and refrain from destabilizing interference. Members underscored the importance of continued international counterterrorism support to the Syrian government during its transition and encouraged enhanced coordination with Damascus. The statement also welcomed UN efforts to reach displaced persons camps and resume humanitarian assistance, noting Damascus's facilitation of such aid.
