Expressing appreciation for "significant sacrifices made during the fight against ISIL in northeast Syria," the statement voiced deep concern over reported ISIS fighter escapes from detention facilities while commending Damascus's swift response to restore order and re-apprehend escapees. The council encouraged secure transition plans for managing detention centers and displaced persons camps holding terrorist affiliates, praising Iraq's initiative in temporarily holding ISIS detainees and urging international cooperation on third-country nationals.

Sovereignty and International Support

Reaffirming "strong commitment to the sovereignty, independence, unity, and territorial integrity of the Syrian Arab Republic," the council called on all states to respect these principles and refrain from destabilizing interference.
