The secretary specifically named American citizens currently held in Afghanistan, demanding "The Taliban needs to release Dennis Coyle, Mahmoud Habibi, and all Americans unjustly detained in Afghanistan now and commit to cease the practice of hostage diplomacy forever." The designation as a "State Sponsor of Wrongful Detention" carries diplomatic and potential legal consequences, further isolating the Taliban government internationally and potentially triggering sanctions or other punitive measures.
