Deputy Ambassador Tammy Bruce accused Beijing of being the "decisive enabler" of Moscow's war machine, prompting a sharp rebuke from China's envoy who denounced Washington's "political manipulation."

The United States called on all UN member states Tuesday to cease any support enabling Russia's war in Ukraine, as the conflict marked four years since its escalation to full-scale invasion. US deputy UN envoy Tammy Bruce told the Security Council that the war has caused "thousands of casualties" and must "end immediately," while emphasizing the Trump administration's push for a negotiated settlement.

US Accusations Against China and Others

Bruce singled out China for particular criticism, claiming that "China remains the decisive enabler of Russia's war industrial machine." She alleged that Beijing supplies dual-use goods and material components that "end up in the drones and other weapons used in Ukraine," urging China repeatedly to halt such support. The deputy envoy also criticized North Korea, Iran, and Cuba for allegedly providing troops, weapons, and technology that prolong the conflict, calling on all UN members to "end any and all support that enables the continuation of this deplorable war."

China's Fierce Rebuttal

Chinese UN envoy Fu Cong delivered an immediate and sharp response, stating that "the statement just made by the US representative once again smeared and vilified China, which is completely unacceptable." Fu insisted that "China is not the creator of the Ukraine crisis, nor is it a party to the conflict," maintaining that Beijing continues "normal economic and trade relations" with both Russia and Ukraine as well as Western nations. He accused Washington of fabricating "excuses and lies" to "incite block confrontation and to create division and conflict," calling on the US to "stop deflecting attention, stop shifting blame and stop creating conflicts and wars around the world."

Diplomatic Context

The heated exchange comes as both sides claim progress toward potential resolution. Bruce asserted that "we are closer to a deal right now than at any point since the war began," though acknowledging "we have obviously not reached it yet – the fighting continues." The dueling statements reflect deepening US-China antagonism over the Ukraine conflict, with Washington seeking to isolate Moscow diplomatically while Beijing maintains economic ties with Russia and positions itself as a potential mediator.
