Ukrainian President Volodymyr Zelenskyy on Tuesday imposed sanctions on 29 Russian individuals and 15 entities, targeting figures in academia, archives and cultural institutions accused of supporting Moscow’s military actions and distorting historical narratives, particularly regarding Crimea. Allegations over Crimea and historical narratives
Kyiv alleged that several Russian historians and research institutions in the fields of science and culture publicly supported what Moscow calls its “special military operation” in Ukraine. Authorities also accused sanctioned individuals of manipulating historical records and facilitating the unlawful transfer of cultural artifacts from museums and protected nature reserves in Crimea.

The sanctions list includes archives, historical societies and prominent academic figures. Ukrainian officials argue that cultural and informational influence forms part of a broader strategy linked to the ongoing war.
Legal framework and enforcement
Under Ukrainian law, sanctions may involve asset freezes, restrictions on economic activities and other limitations. The presidential decree enacts the Security Council’s resolution, making the measures immediately applicable. Kyiv has increasingly expanded its sanctions regime since the start of Russia’s full-scale invasion, targeting political, military, economic and cultural actors viewed as contributing to the conflict.
