Turkish minister: HIT-30 call to draw foreign defence investment

Industry and Technology Minister Mehmet Fatih Kacir stated that Türkiye’s new call for innovative defence technologies under the HIT-30 programme, backed by $5 billion in state support, is expected to attract international investment. The programme offers tax cuts, grants, and land allocation.
Türkiye’s new call for innovative defence technologies under the HIT-30 programme is expected to help draw international investments to the country, Industry and Technology Minister Mehmet Fatih Kacir said on Tuesday. Speaking on the sidelines of the NATO Defence Industry Forum in Ankara, Kacir stated: “I believe our Innovative Defence Technologies call under HIT-30 will pave the way for many international investments to be directed to Türkiye. We will provide these investments with many opportunities, from land allocation to other incentive mechanisms.” He noted that President Recep Tayyip Erdoğan announced the HIT-30 High Technology Investment Programme, which aims to support key investment areas with $30 billion in state support by 2030.
Support package and strategic goals
Kacir said the support package includes tax cuts, employment incentives, grants, and favourable financing opportunities. He emphasised that one of the most critical issues in global geopolitics is turning innovation into industrial capability, adding that Türkiye stands out in transforming innovative defence projects into large-scale serial production investments. “Today, we announced the Innovative Defence Technologies call under HIT-30 and declared that we will support investments for the large-scale production of innovative defence technologies in Türkiye with $5 billion,” he said.
Türkiye’s role in NATO 3.0
Kacir noted that the world is now discussing “NATO 3.0,” a phase marked by rising defence investments in Europe and the growing importance of the defence industry. “In this period, I believe our Innovative Defence Technologies call under HIT-30 will pave the way for many international investments to be directed to Türkiye,” he said. He added that Türkiye is “an integral part of European value chains” and that it must play a very effective role in Europe’s security. The goals of the HIT-30 call align with NATO’s programme to scale innovation, which is expected to be presented to leaders during this week’s summit.
