What had been effective in the Governors" decree?

We had experienced an interesting incident yesterday.

The Governor of Diyarbakir, Cahit Kiraç, didn"t welcome the visiting Minister of Justice, Bekir Bozdag.

On top of that, Kiraç didn"t even meet with Minister Bozdag, who had visited the governor"s office.

The state"s governor didn"t show the decency to welcome the state"s minister in the state governor"s office.

No. He didn"t do the necessary thing in the line of his duty.

Even this incident alone, is enough to show us that the decision of transferring Cahit Kiraç to the center was on target.

It appears that such a governor had served more than enough until now.

He should be prompted to retire immediately because of his attitude towards Minister Bozdag.

What is the Governor"s problem?

He had been accepted to the central governor office with the enactment that had been published yesterday.

Being taken to the central office is a tough situation.

But even so, he is a Governor.

What happened to the principle of continuity in the state?

Until the newly assigned governor, Hüseyin Aksoy, takes the office, Cahit Kiraç will be representing the state at Diyarbakir.

So, if the President or Prime Minister visits Diyarbakir before the new governor comes into the office, will Governor Kiraç not welcome them?

Diyarbakir is already one of our sensitive cities. If there is a serious public security incident in Diyarbakir, won"t Governor Kiraç take care of the situation?

It seems that he won"t.

Cahit Kiraç is an experienced name who had started his profession as an officer in attendance in 1980.

Beginning in 1993, our state had assigned him to the Sirnak, Aksaray, Sakarya, Adana, Izmir and Adana Governor Offices. In other words, he had been a state"s governor for 21 years. He had used the official car, and stayed in the official residence. During the AK Party ruling party period, he had been the governor of Sakarya, and later on had been assigned to the Adana, Izmir and Diyarbakir governor offices.

He had been treated with honor; however, His recent behavior had been a disgrace.

By the way, I"d like to draw your attention to a couple of points related with the recent governors" decrees.

This change in the civilian administration has been new blood, after the new President and Prime Minister.

In the governors" enactment, it is being said that a couple of indicators have been effective.

The new government"s new beginning has a great share in this.

Davutoglu"s enactment is following the Davutoglu cabinet.

The governors" decree shouldn"t only be observed from the point of struggle with the parallel structure. The long-term demilitarization perspective is the most important factor. Another one is the matter of Syrian refugees.

The Governor of Hatay, Celalettin Lekesiz, was a name who had managed this period successfully at the borderline. Lekesiz didn"t only manage the matter of Syrians, but also provided a tranquil environment during the two elections in this city, which is quite sensitive on this matter.

His past successes and performance in the Hatay Governorship had been effective in his assignment to the General Directorate of Security.

The re-assignments of the Istanbul Chief of Police, Hüseyin Çapkin, and the Governor of Istanbul, Hüseyin Avni Mutlu, whom I had urged to resign during the Gezi incident, have not been a total surprise. It is being said that the approach, which sees the matters of struggling with the parallel structure and Syrian refugees only from the public security aspect, had been effective in this decision.

Vasip Sahin, who had been assigned to the Governorship of Istanbul, had stated that this task was a surprise for him, but he wasn"t a surprise name for Ankara.

He had drawn attention with his successful relations with all the segments in Malatya during the Gezi incidents. His dialogue with our Alevist and Sunni citizens in Malatya, which is sensitive on the religious sect matter, had caught Ankara"s attention. Besides, despite the fact that their numbers were low, he had managed to organize NGOs related with the Syrians housed in Malatya, and had become successful in providing great services.

The assignment of Seyfullah Hacimüftüoglu, who is known with his civilian stance, to MGK (National Security Council), is one of the chains of the demilitarization strategy.

Hacimüftüoglu had been known as a name that possesses a civilian viewpoint in the local authority.

Governor Muammer Türker"s assignment to the MGK Undersecretary position had been an important step in the matter of demilitarization. With the new MGK Undersecretary, this trend had been united with a long-term perspective.

As for Muammer Türker, who had presented a positive profile during his Hakkari Governorship and MGK Undersecretary positions, with the Antalya Governorship he had found a new field where he can prove himself.

One criticism in the governors" enactments was the pulling of Governor Ulvi Saran, who had been dismissed from his Undersecretary of Public Security position, to the central office rather than being assigned to another province.

During his Undersecretariat of Public Order and Security, Ulvi Saran had great services in the resolution process with limited opportunities.

He had managed the Secretariat position of the resolution process and prepared the "Quiet Revolution" books. During his period, the state had prepared books, in which all the studies made in the resolution of the Kurdish issue had been explained in Kurdish, in accordance with the spirit of the resolution process.

He was expected to be made use of in one of our provinces rather than being pulled to the central governorship office.

The assignments to the Undersecretariat of the Prime Ministry are next.

Kemal Madenoglu"s name, which we know from his DPT (State Planning Organization) and Undersecretary of Ministry of Development tasks and is a successful bureaucrat, is being mentioned for the Undersecretary position of the Prime Ministry.

An Undersecretary from Konya, Kemal Madenoglu, is suited to a Prime Minister from Konya, Ahmet Davutoglu.
