Türkiye denies reports of exclusion from EU Horizon Europe program

Ankara says discussions on the 2028-2034 regulation are ongoing, with proposals concerning only certain components, not overall participation.
The Turkish Foreign Ministry on Wednesday dismissed reports that Türkiye has been excluded from the European Union’s Horizon Europe program, clarifying that the process remains active. Ministry sources stated that deliberations on the EU regulation draft for the 2028-2034 period are continuing within the European Parliament and the EU Council.
Proposals target specific components only
According to the sources, some proposals currently under discussion in the European Parliament relate exclusively to participation in certain components of the program and do not affect Türkiye’s overall status. Ankara emphasized that the final framework will be determined through negotiations between EU institutions, with Türkiye taking necessary steps while closely monitoring developments.
Ankara maintains active engagement
The statement reflects Türkiye’s ongoing engagement with EU research and innovation initiatives, underscoring the country’s commitment to remaining part of the bloc’s flagship scientific program. Horizon Europe, the EU’s key funding framework for research and innovation, has been a significant area of cooperation between Türkiye and the Union.
