Türkiye has announced ambitious plans to expand its licensed pilot workforce as part of a strategic initiative to strengthen its position in global aviation. According to the newly released 2026 Budget Bill, the country aims to increase its licensed pilot count from 16,290 last year to approximately 18,127 by 2028 through systematic annual growth targets.
Annual Growth Projections
The detailed projections indicate a steady increase in licensed aviation personnel, with targets set at 17,102 pilots for next year, rising to 17,816 in 2027 before reaching the 2028 goal. The plan also includes specialized growth in balloon pilot certifications, particularly important for tourist destinations, with numbers expected to reach 747 balloon pilots by 2028.
Enhanced Safety and Compliance Measures
Alongside workforce expansion, Türkiye is implementing rigorous safety protocols aligned with international aviation standards. Civil aviation inspections will see substantial increases, with planned inspections growing from 1,708 in 2025 to 2,399 next year, then to 2,485 in 2027, and reaching 2,664 by 2028 to ensure comprehensive regulatory compliance.
