Board of Peace prepares to oversee Gaza humanitarian shelters

Israel Hayom reported that the Board of Peace is expected to launch a pilot program in the Gaza Strip within weeks to administer humanitarian shelter centers outside Hamas-controlled areas. The first site is planned near Rafah, where civilians will reportedly be relocated as part of a broader governance and security initiative backed by an international force.

The Board of Peace is expected to begin managing humanitarian shelter centers in the Gaza Strip within the coming weeks, according to a report by the Israeli daily Israel Hayom. The pilot project will initially focus on the Tel al-Sultan area near Rafah in southern Gaza, where civilians are reportedly expected to be directed under a new administrative framework.

Pilot phase to begin near Rafah

According to the newspaper, the Tel al-Sultan district will serve as the first location for the initiative, with priority reportedly given to civilians who are described as having no links to Hamas. The report also claimed that a multinational unit known as the International Stabilization Force will operate under the leadership of the Board of Peace to support the project.

The same report said the force is expected to be based at Israel's Amitai Camp near Gaza. It added that personnel will reportedly carry non-lethal equipment to maintain order inside designated humanitarian zones, while the Israeli military continues expanding its presence in areas beyond the so-called "Yellow Line."

Housing and reconstruction plans

Israel Hayom further reported that officials involved in the initiative pledged not to use concrete in reconstruction efforts within the designated areas. Instead, temporary housing units, including caravans, are expected to be installed alongside medical facilities and other essential public services intended to support displaced residents.

The newspaper also argued that the proposed framework would enable Israel to further consolidate its military control across additional parts of the Gaza Strip while civilian administration is gradually introduced in selected locations.

Background of the initiative

According to the report, the White House announced on Jan. 16 the establishment of a transitional governance structure for Gaza that includes the Board of Peace, the Gaza Executive Council, the National Committee for Gaza Administration, a technocratic government and the International Stabilization Force.

The first meeting of the Board of Peace was reportedly held on Feb. 19 at the US Institute of Peace in Washington under the chairmanship of US President Donald Trump. The initiative was described as part of the second phase of Trump's 20-point proposal aimed at ending the Gaza war, which the report said was backed by UN Security Council Resolution 2803.

The Gaza war has caused extensive destruction across the Palestinian enclave. According to figures cited in the report, more than 73,000 people have been killed, over 173,000 injured, and nearly 90% of Gaza's civilian infrastructure has been damaged or destroyed, with the United Nations estimating reconstruction costs at approximately $70 billion.
