France to launch voluntary military service program in 2026

French President Emmanuel Macron has detailed plans for a new voluntary military service program scheduled to launch in the summer of 2026. The initiative, unveiled during a visit to the 27th Mountain Infantry Brigade in Varces, is designed to strengthen the connection between the nation and its armed forces while enhancing France's overall resilience and youth training.

Program Structure and Recruitment

The voluntary national service will target young men and women around 18-19 years of age. Macron emphasized that participation would be voluntary under normal circumstances, though parliament could authorize mandatory conscription during a "major crisis." The armed forces will begin accepting applications in mid-January 2026 and will select candidates based on motivation and suitability. Those chosen will serve for 10 months under military status, receiving a uniform, equipment, and pay while training in weapon handling, marching, and field drills exclusively on French territory.

Phased Implementation and Funding

The program will be implemented gradually, starting with 3,000 volunteers in the summer of 2026. The government plans to expand this number to 10,000 recruits by 2030, with a long-term ambition of engaging 50,000 young people annually by 2035. Macron noted that these targets would be adjusted according to the evolving security landscape. The initiative will be financed through an update to the 2026-2030 Military Programming Law, which allocates an additional budget exceeding €2 billion.

International Inspiration and Objectives

Modeled partly on practices in other European nations, particularly Norway, the program seeks to bolster civic engagement and national preparedness. Macron stated that the service aims to "reinforce France's capacity for resilience and consolidate the training of the youth," framing it as a strategic investment in the country's future security and social cohesion.
