German Chancellor Friedrich Merz has declared his government's intention to build the strongest conventional army within the European Union, positioning it as a necessary deterrent against an assertive Russia. In a major policy address, Merz stated that the peace and security of Europe are under serious threat and can no longer be taken for granted.

A Direct Response to Hybrid Threats

The conservative leader detailed the nature of the challenges, pointing to daily hybrid attacks targeting Germany. "We see it in Germany as well, with hybrid attacks every day—sabotage, espionage, cyberattacks, drone overflights, contract killings, and targeted disinformation campaigns," he stated. This assessment forms the core justification for a significant overhaul and expansion of the nation's military capabilities.

An Economic Power's Military Ambition

Merz explicitly linked Germany's economic stature to its security obligations. "Our NATO allies and EU partners look to us in particular, as the world's third-largest economy. We want to make the Bundeswehr the strongest conventional army in the EU – a force appropriate for a country of our size and responsibility," he said. The plan includes a sustained increase in defense spending to modernize the Bundeswehr and equip it with advanced weaponry.

Urgent Reforms and NATO Commitment

Acknowledging that there is "no time to lose," the chancellor also promised comprehensive reforms to address personnel shortages. These measures are designed to strengthen recruitment and retention by making military service more attractive. Merz reaffirmed Germany's commitment to its NATO obligations, emphasizing that a powerful Bundeswehr is essential for ensuring the alliance's collective strength and deterring potential aggressors.
