German Chancellor Friedrich Merz has declared his government's intention to build the strongest conventional army within the European Union, positioning it as a necessary deterrent against an assertive Russia. The conservative leader detailed the nature of the challenges, pointing to daily hybrid attacks targeting Germany. "We see it in Germany as well, with hybrid attacks every day—sabotage, espionage, cyberattacks, drone overflights, contract killings, and targeted disinformation campaigns," he stated. Merz explicitly linked Germany's economic stature to its security obligations. "Our NATO allies and EU partners look to us in particular, as the world's third-largest economy. We want to make the Bundeswehr the strongest conventional army in the EU – a force appropriate for a country of our size and responsibility," he said. The plan includes a sustained increase in defense spending to modernize the Bundeswehr and equip it with advanced weaponry.
