The declaration, published by the official Wafa news agency, states that al-Sheikh who serves as Vice President of both the Palestine Liberation Organization's Executive Committee and the State of Palestine, would temporarily assume presidential duties for up to 90 days if needed. During this period, Palestinian authorities would be required to organize "free and direct elections" to choose a new president in accordance with existing election laws. The document also allows for a single extension of this timeframe if security or political circumstances prevent timely voting.
Replacing the Previous System
Sunday's announcement explicitly revokes Constitutional Decree No. 1 of 2024, which had designated the Palestinian National Council chairman as the presidential successor. Abbas stated the new arrangement better protects the Palestinian political system and ensures "the principle of the separation of powers and the peaceful transfer of power through free and fair elections." The changes come amid ongoing discussions about political reform within Palestinian governing institutions.
