Poland has requested a full exemption from the European Union's mandatory migrant relocation mechanism, arguing that hosting millions of Ukrainian refugees constitutes sufficient contribution to European solidarity. The country's foreign minister stated the exemption should last for "a good couple of years" while Ukraine war refugees remain in Poland.

Poland will remain outside the European Union's mandatory migrant relocation system for as long as it continues hosting substantial numbers of Ukrainian refugees, according to Foreign Minister Radoslaw Sikorski. The announcement comes as Warsaw formally seeks exemption from the EU's new Migration Pact solidarity requirements.

The Rationale for Exemption

Minister Sikorski explained that Poland's hosting of millions of Ukrainian refugees represents "huge migratory pressure" that Brussels officially recognizes. "While we have a huge number of refugees, Europe should show solidarity with us," he stated in a television interview. The minister clarified that while the exemption isn't permanent, it would likely last for "a good couple of years" while Ukrainian refugees remain in the country.

EU Migration Pact Framework

The EU is preparing to implement its comprehensive Migration Pact, designed to reform asylum procedures and distribute responsibility more evenly among member states. Under this system, countries must contribute through a "Solidarity Pool" by either accepting relocated asylum seekers, providing financial contributions, or offering operational support at external borders.

Poland's Formal Request and Timing

Deputy Interior Minister Maciej Duszczyk confirmed that Poland has submitted its formal request for complete exemption from the solidarity mechanism. The application will be discussed at the December 8-9 meeting of the EU Justice and Home Affairs Council, though a final decision may come later. Duszczyk expressed confidence that Poland's exemption would be approved, noting he saw no reason for rejection.
