Norway and Ukraine have signed a landmark agreement to establish Ukrainian drone production on Norwegian soil, with manufacturing slated to begin in 2026. The partnership will see Ukraine share its combat-tested technology in exchange for increased production capacity to support its military.

In a significant move to bolster Ukraine's defense capabilities, Norway has entered into a partnership with Kyiv to produce Ukrainian-designed drones within its borders. The agreement, confirmed by the Norwegian Ministry of Defense, aims to rapidly scale up production by 2026, with all manufactured unmanned aerial vehicles (UAVs) destined for the Ukrainian armed forces.

A Strategic Industrial Partnership

The cooperation is structured as a letter of intent, facilitating a closer relationship between the Norwegian and Ukrainian defense industries. Norwegian Defense Minister Tore Sandvik stated that the agreement will lead to shared technology and innovation, with the ultimate goal of deepening industrial ties and boosting production capacity. This initiative is seen as a direct response to a request from Ukrainian President Volodymyr Zelenskyy for increased international support.

Mutual Benefits for Security and Industry

Ukrainian Prime Minister Denys Shmyhal highlighted the symbiotic nature of the deal, noting that Ukraine would contribute its hard-won experience and advanced technology. In return, the arrangement provides Ukraine with crucial manufacturing capacity to equip its soldiers with modern drones. The project also opens new avenues for joint research and development, potentially strengthening Norway's own national expertise in drone technology through collaboration with its Defence Research Institute (FFI).

Expanding European Defense Capabilities

Officials from both nations have framed the initiative as a measure that enhances not only Ukraine's security but also Europe's collective defense posture. By integrating Ukraine's battle-proven drone technology with Norway's industrial base, the partnership seeks to create a more resilient and capable defense industry on the continent. Norwegian State Secretary Marte Gerhardsen emphasized the urgency of the effort, stating that the delivery of drones to Ukraine should happen "as soon as possible" given the demanding situation in the conflict.
