The leaders of Ukraine, France, and the United Kingdom have signed a declaration of intent regarding the deployment of a multinational force to support Ukraine's defense and reconstruction. The agreement followed a "Coalition of the Willing" summit in Paris aimed at solidifying long-term security guarantees for Kyiv.

Ukraine, France, and the United Kingdom have taken a formal step toward the potential deployment of a multinational military force to Ukraine by signing a joint declaration of intent. The document, inked by Presidents Volodymyr Zelenskyy and Emmanuel Macron and Prime Minister Keir Starmer in Paris on Tuesday, outlines a framework for future troop deployments to bolster Kyiv's defense, assist in reconstruction, and ensure strategic stability.

The summit and its participants

The signing ceremony concluded a high-level meeting of the "Coalition of the Willing," a group of approximately 35 nations led by France and the UK that have expressed readiness to deploy troops in the event of a ceasefire with Russia. Zelenskyy described the gathering as the coalition's "most representative meeting" to date. A U.S. delegation, including former President Donald Trump's son-in-law Jared Kushner and special envoy Steve Witkoff, also attended the summit.

Focus on security guarantees and implementation

Discussions at the summit centered on crafting concrete, long-term security assurances for Ukraine and determining the practical modalities for their implementation. The talks built upon a preparatory meeting of national security advisers held in Kyiv over the weekend. The newly signed declaration represents a political commitment to translate these discussions into a tangible multinational military presence under certain conditions, likely linked to a future peace agreement or ceasefire.

A European-led strategic commitment

The declaration signals a determined effort by key European powers to institutionalize security support for Ukraine independent of uncertain U.S. policy shifts. For nations like Türkiye, which advocate for a diplomatic resolution and maintain relations with both Kyiv and Moscow, such military coalition-building underscores the protracted nature of the conflict and the challenges of achieving a balanced peace that addresses the security concerns of all parties while preventing further regional escalation.
