British Prime Minister Keir Starmer told Ukrainian President Volodymyr Zelenskyy Tuesday that Britain's "focus must remain on Ukraine" even as the Iran war unfolds, warning Putin cannot benefit from Middle East conflict. The two leaders announced a long-term strategic alliance with £3 billion annual military aid through 2030/31.

British Prime Minister Keir Starmer has said Britain's "focus must remain on Ukraine" even as a war involving Iran unfolds. Speaking at Downing Street during a meeting with Ukrainian President Volodymyr Zelenskyy on Tuesday, Starmer said: "Our resolve is unbreakable," adding that while the situation in Iran was significant, it should not distract from continued support for Kyiv.

No benefit for Putin

"There's obviously a conflict in Iran going on, in the Middle East, but we can't lose focus on what's going on in Ukraine and the need for our support," he said. "(Russian President Vladimir) Putin can't be the one who benefits from a conflict in Iran, whether that's oil prices or the dropping of sanctions," Starmer added, highlighting concerns that Middle East turmoil could advantage Russia.

Zelenskyy's gratitude

Zelenskyy thanked the UK for its continued backing, particularly over the winter months. "Thank you for having stood with us all through this difficult winter," he said. He added that he would brief the prime minister on the latest developments on the battlefield, stressing the urgency of Ukraine's efforts. "Of course, we can't sleep, we must move quickly," he said.

Long-term strategic alliance

Both countries have also set out an ambitious expansion of their partnership, signaling a shift from wartime assistance to a deeper, long-term strategic alliance. Under the UK-Ukraine Strategic Dialogue, London has committed to providing at least £3 billion ($4 billion) in annual military aid until 2030/31, alongside leading a "Coalition of the Willing" aimed at securing a lasting peace and supporting the potential deployment of a multinational force in Ukraine.

Defense and accountability

The agreement also outlines efforts to strengthen Kyiv's defense capabilities through advanced technologies, including interceptor drones, while pursuing accountability measures against Russia via a proposed special tribunal and the use of frozen sovereign assets. Beyond military cooperation, both countries have pledged closer collaboration on energy security, digital public services and economic recovery, with a focus on facilitating the eventual return of displaced Ukrainians.

Reciprocal security relationship

In a parallel declaration, the two nations have moved toward what officials describe as a more reciprocal security relationship, underpinned by joint defense industrial development and mutual support commitments in the face of external threats. The partnership also envisages closer integration with regional security structures and increased cooperation on advanced military capabilities such as air defense, long-range strike systems and electronic warfare, reflecting a broader effort to reinforce deterrence across Europe's eastern flank.

Conflict context

The UK's reaffirmation of support for Ukraine comes as the US-Israeli war on Iran enters its third week, with over 1,300 killed in Iran and the conflict expanding to Lebanon where more than one million have been displaced. Western powers face the challenge of managing multiple crises simultaneously while maintaining support for Ukraine against Russian aggression.
