Ukrainian President Volodymyr Zelenskyy has explicitly defined Russia's energy sector as a legitimate military target, arguing its revenues finance the war. He also announced plans to open ten Ukrainian defense technology export centers across Europe in 2026, expanding Ukraine's military-industrial footprint abroad.

Ukrainian President Volodymyr Zelenskyy has outlined a dual strategy of striking Russia's energy infrastructure while expanding Ukraine's defense industry into Europe. In a statement on Sunday, Zelenskyy justified attacks on Russian oil and gas facilities, stating they are valid targets because the revenue they generate is directly funneled into Moscow's war machine.

Rationale for Targeting Energy

Zelenskyy, speaking via a video posted online, argued there is no distinction between a traditional military target and Russia's energy sector. "He sells oil, takes the money, and invests it in weapons. With those weapons, he kills Ukrainians," Zelenskyy stated, referring to Russian President Vladimir Putin. He positioned Ukraine as uniquely justified and capable of executing such strikes, framing them as a necessary response to Russian aggression.

Expanding Ukraine's Defense Exports

Alongside this offensive stance, the Ukrainian president detailed a significant international expansion of the country's military-industrial complex. He announced that ten export centers for Ukrainian war technology will be established in European nations by 2026, with locations planned in the Baltic and Nordic regions. "These are all our Ukrainian technologies," Zelenskyy emphasized, noting the projects will rely on Ukrainian expertise.

Production Already Underway in Europe

Zelenskyy provided specific examples of this expansion already in motion. He revealed that production of Ukrainian-designed drones will begin in Germany in mid-February, and that similar production lines are already operational in the United Kingdom. This move aims to bolster Ukraine's defense capabilities and solidify its role as a key developer of military technology within the European security landscape.
