Zelenskyy says Ukraine lacks clarity on US security guarantees, key issues unresolved

Ukrainian President Volodymyr Zelenskyy stated that critical disagreements with the United States remain over the future of the Donbas region, the occupied Zaporizhzhia nuclear plant, and financial reparations. Speaking in Brussels, he also revealed that Kyiv has not received a clear explanation on how promised American security guarantees would be implemented in case of a new Russian attack.
Ukrainian President Volodymyr Zelenskyy has publicly acknowledged significant unresolved issues in negotiations with the United States, including the operational details of promised US security guarantees. Following meetings with European Union leaders in Brussels on Thursday, Zelenskyy outlined several points of continued disagreement with Washington that complicate Kyiv's wartime and post-war planning.
Unanswered Questions on Security and Territory
At a press conference, the Ukrainian leader expressed frustration over the lack of a concrete mechanism for American security assurances. "I still can’t get an answer about how exactly the security guarantees from the United States will work in the case of Russian aggression," Zelenskyy stated. He added that European partners have not directly discussed providing guarantees akin to NATO's Article 5. Furthermore, he identified the status of the Russian-occupied Donbas region and the crippled Zaporizhzhia Nuclear Power Plant as major unresolved topics, citing "different views" with the US.
Financial Pressures and EU Decisions
Zelenskyy highlighted acute financial challenges, warning of a potential state budget deficit reaching €45-50 billion. He informed EU leaders that a decision on further substantial assistance could be expected by year's end. While noting most support a reparations loan instrument, he cautioned against mechanisms vulnerable to Russian obstruction, particularly those involving frozen Russian assets. "We really do not want this instrument to remain in the hands of the Russians. We believe they will do everything to block it," he said.

Defense Priorities and Ongoing Diplomacy
Regarding defense strategy, the president indicated that continued financial aid would be directed toward scaling up domestic drone production if the conflict persists, emphasizing self-reliance in defense technology. Diplomatic work on a broader draft agreement to end the war continues, with Ukrainian and American teams set to keep discussing security guarantees, reconstruction, and financing, despite lingering disagreements on territory and assets.
