Türkiye and Syria sign health cooperation agreement

Turkish Health Minister Kemal Memişoğlu and his Syrian counterpart Musaab Nazzal Alali signed a memorandum of understanding covering public health, disease control, maternal and infant health, pharmaceuticals, disaster management, and health tourism.
Türkiye and Syria signed a memorandum of understanding on cooperation in health and medical sciences, Turkish Health Minister Kemal Memişoğlu announced Friday. Memişoğlu wrote on the Turkish social media platform NSosyal that he signed the agreement with Syrian Health Minister Musaab Nazzal Alali as part of official contacts with Syria.
Scope of cooperation
The agreement aims to strengthen health systems “primarily in the areas of public health protection, combating infectious diseases, and maternal and infant health,” Memişoğlu said. It also covers “sharing knowledge and technical expertise in pharmaceuticals, medical devices, vaccine development and medical biotechnology, disaster and emergency management, health information systems, and the promotion of health tourism.”
Post‑Assad engagement
The signing follows a series of high‑level visits between Türkiye and Syria after the fall of Bashar al‑Assad’s regime in late 2024. Ankara has been actively supporting Syria’s reconstruction and institutional rebuilding, including in the health sector, which was severely damaged by years of civil war. Turkish health institutions have previously provided training and medical supplies to Syrian counterparts. The memorandum formalises and expands this cooperation. For Türkiye, strengthening Syria’s health system also helps manage cross‑border health risks and supports the voluntary return of Syrian refugees.
