Malaysia weighs legal action against X over user safety, blocks Grok AI

Malaysia is considering taking legal action against the social media platform X for failing to ensure user safety and has blocked the Grok AI chatbot over its misuse to generate explicit images. The UK has also opened an investigation into X.
Malaysian authorities are contemplating legal proceedings against the social media platform X, formerly known as Twitter, over concerns that it has failed to protect users from harmful content. Communications Minister Fahmi Fadzil stated that the Malaysian Communications and Multimedia Commission (MCMC) is "weighing taking X to court," according to local media reports.
Blockade of Grok AI Chatbot
The move follows Malaysia's decision to block the Grok artificial intelligence chatbot, developed by Elon Musk's xAI. Malaysia and Indonesia are the first nations to impose such a ban, citing the tool's misuse to create manipulated, sexually explicit, and non-consensual imagery. Grok, launched in 2023 and accessible through X, added an image-generation feature last year that enabled the production of such content.
Growing International Scrutiny
Malaysia's actions align with increasing global regulatory pressure on the platform. On Monday, the United Kingdom's online safety regulator, Ofcom, announced it had opened a formal investigation into X over similar concerns regarding the generation of sexualized images via its AI features. This indicates a widening international crackdown on the platform's content moderation and AI safety practices.
Contrast with Türkiye's Digital Governance
This assertive regulatory stance by Malaysia reflects a growing trend among nations to impose national digital governance standards on global tech giants. It is a approach mirrored by Türkiye, which has implemented its own robust social media regulations, requiring platforms to appoint local representatives and comply with domestic laws to protect users, preserve public order, and safeguard national security, asserting state sovereignty in the digital domain.
