Israel issues tenders for 356 new settlement units in West Bank

Israel has published tenders for 356 new settlement housing units in the occupied West Bank, according to the Israeli anti-settlement group Peace Now. The organization reports that 2025 has seen a record number of settlement construction tenders issued, significantly exceeding previous years.
Israel's Ministry of Construction and Housing has issued two new tenders for building 356 settlement units in the occupied West Bank, according to monitoring by the Israeli anti-settlement organization Peace Now. The tenders target the Geva Binyamin settlement southeast of Ramallah, with one covering 342 housing units across five residential complexes and another designating 14 homes specifically for reserve soldiers.
Record Settlement Expansion in 2025
Peace Now reported that these latest tenders bring the total number of settlement housing units approved for construction in 2025 to 5,667, representing a approximately 50% increase over the previous peak year of 2018. The organization warned that if all currently planned units are constructed, they could add nearly 25,000 Israeli settlers to the West Bank population, significantly altering the demographic landscape of the occupied territory.
Political Context and International Law
The settlement expansion continues despite international condemnation and comes amid political developments including the Israeli Knesset's preliminary approval of bills to annex the West Bank and Ma'ale Adumim settlement. Peace Now accused Prime Minister Benjamin Netanyahu's government of "exploiting every moment in power to destroy Israel's chances for a future of peace and prosperity," while noting the contradiction between US President Donald Trump's public statements against annexation and ongoing settlement activities.
International Legal Standing
The United Nations has consistently maintained that Israeli settlements in occupied Palestinian territories violate international law, a position reinforced by the International Court of Justice's landmark opinion last July declaring Israel's occupation illegal and calling for settlement evacuations. Palestinians continue to insist on East Jerusalem as the capital of their future state, based on international resolutions that do not recognize Israel's 1967 occupation or 1980 annexation of the city.
