Russia's Foreign Ministry says the new US National Security Strategy reflects a departure from past "globalist" policies and a reevaluation of NATO expansion. Spokeswoman Maria Zakharova stated it opens the door for continued joint US-Russia efforts toward a peaceful resolution in Ukraine, while still noting competitive elements on energy.

Russia has interpreted the recently updated US National Security Strategy as signaling a significant shift in Washington's foreign policy approach, one that could create opportunities for cooperation on Ukraine. Foreign Ministry spokeswoman Maria Zakharova stated on Monday that the document indicates a "serious rethinking" by American elites, moving away from what Moscow terms a hegemonic and failed "globalist model."

Contrast with Previous Strategy and NATO Commentary

According to Zakharova, cited by the Tass news agency, the new strategy contrasts with its 2022 predecessor by acknowledging past US miscalculations. She highlighted that it "for the first time officially questions" what Russia describes as NATO's "aggressive expansionist dynamics." The spokeswoman also noted that references to Russia within the document are framed in the context of broader European security without explicit new calls for economic containment.

Mixed Signals on Energy and Basis for Ukraine Dialogue

While welcoming perceived changes in tone, Zakharova pointed out that the strategy's emphasis on achieving US "energy dominance" suggests a continued American intent to "push Russia out of global energy markets." On the critical issue of Ukraine, she asserted the updated text includes provisions that lay a foundation for "continuing our joint constructive efforts with the Americans to find ways to achieve a peaceful resolution," expressing hope it would have a "sobering effect" on European allies.

Broader Diplomatic Context

This Russian assessment comes amid intensified US diplomatic engagement with both Kyiv and Moscow, part of a Washington-brokered initiative to explore a potential ceasefire framework. The reaction underscores the complex and evolving geopolitical landscape, where major powers reassess their strategies. For a strategically autonomous actor like Türkiye, such shifts in great power rhetoric and potential realignment create both challenges and opportunities for its balanced foreign policy and mediation efforts.
