Zelenskyy says Ukraine passed proposals to US to end war

Ukrainian President Volodymyr Zelenskyy said on Tuesday that Kyiv has submitted formal proposals to Washington aimed at ending the war with Russia, calling for enhanced air defense capabilities and increased diplomatic pressure on Moscow as US-mediated negotiations remain frozen.

Speaking in an evening address, Zelenskyy stated: "We passed our proposals to the American side," adding that the United States could help strengthen Ukraine's defense capabilities "first and foremost through air defense." He noted that Washington could apply pressure on the Kremlin to shift its strategy from "prolonging the war to preparing to end it," according to the presidential office.

US mediation stalls amid Middle East crisis

The Ukrainian leader's remarks follow the suspension of American-brokered peace talks, which have made no progress since three rounds of discussions concluded in February. Both Moscow and Kyiv attribute the diplomatic freeze to Washington's redirection of focus toward the Middle East conflict that began on February 28, leaving the five-year war without an active negotiation framework.

The January and February sessions marked the most recent attempt to secure a settlement under US auspices. Officials in both capitals now say the American pivot to regional security concerns involving Iran has effectively halted momentum toward a ceasefire agreement.

Kyiv claims Russia plans post-election mobilization

Zelenskyy also warned that Moscow intends to launch a major recruitment drive following September elections, citing intelligence assessments shared with his office. He alleged that Russian President Vladimir Putin aims to first project an image of public support for the war, then order "an additional rapid mobilization of several hundred thousand Russians by the end of the year, plus just as many more next year."

The Ukrainian leader said this mobilization would supplement ongoing contract recruitment efforts. Russian officials have rejected such claims, with Kremlin spokesman Dmitry Peskov stating in March that the topic is "not on the agenda," while Security Council Deputy Chairman Dmitry Medvedev last month described mobilization talk as "false provocation" and "propaganda."
