The European Commission on Tuesday presented a comprehensive framework to strengthen the European Union's climate resilience, citing approximately €200 billion in economic losses between 2022 and 2025 while warning that the continent is warming at double the global rate and requires urgent policy integration.

The European Commission on Tuesday presented a comprehensive framework to strengthen the European Union's ability to anticipate, prepare for and manage climate risks, citing estimated economic losses of approximately €200 billion between 2022 and 2025 as the bloc grapples with intensifying extreme weather events. Commission President Ursula von der Leyen said in a statement: "Europe is warming at double the global rate," adding that climate resilience must be integrated into policies across the continent to support investment, innovation and long-term growth. The framework specifically proposes embedding climate resilience into major domestic and international policy areas while supporting local and regional authorities through pilot projects and specialized advisory services.

Economic analysis

The Commission reported average annual losses of roughly €50 billion, warning that adapting Europe's infrastructure and economy to future climate conditions will require approximately €70 billion in yearly investment. Brussels emphasized that investment in climate adaptation could generate returns exceeding ten times initial outlays through avoided losses and damage, making the economic case for immediate action. The global market for climate adaptation solutions is projected to reach €3.5 trillion by 2050, presenting significant opportunities for European businesses developing resilience technologies, according to the Commission.

Legislative proposals

Alongside the framework, the Commission proposed a Climate Resilience Law intended to establish a common reference trajectory for global warming and simplify national planning requirements through single strategic plans for each member state. The proposal cites scientific projections indicating global temperatures could rise to 1.5C above pre-industrial levels by 2030, 2C by 2050 and 3C by 2100. The framework also envisages new digital tools to help public authorities, businesses and communities assess climate risks, including an interactive European Climate Viewer showing projected climate hazards and a platform to help users identify adaptation solutions.

Implementation roadmap

The Commission said it would begin implementing the framework immediately while developing a European Heatwave Plan, a Climate Insurance Alliance and a European Water initiative alongside measures to strengthen disaster preparedness. Brussels plans to propose an EU strategic plan on climate resilience in 2028 to coordinate long-term adaptation efforts across member states, ensuring alignment with the bloc's broader climate neutrality objectives.
