Türkiye welcomes US move to lift Caesar Act sanctions on Syria

Türkiye has formally welcomed the United States' decision to terminate sanctions on Syria imposed under the Caesar Act. The Foreign Ministry expressed hope that the move would spur international cooperation for Syria's reconstruction and enhance stability in the war-torn country.
The Republic of Türkiye has issued a positive response to the United States' legislative action to lift sanctions on Syria established by the Caesar Act. Foreign Ministry spokesperson Oncu Keceli stated that Ankara hopes the decision will facilitate greater international collaboration for Syria's recovery and long-term development.
A Statement on Reconstruction and Stability
In a post on social media platform X, spokesperson Keceli articulated Türkiye's position: "We hope that this step will further encourage international cooperation for Syria’s reconstruction and development, and contribute to strengthening stability, security, and prosperity in the country." The statement underscores Türkiye's consistent diplomatic focus on fostering conditions for sustainable peace and rebuilding in its southern neighbor.
The US Legislative Action
The Turkish welcome follows US President Donald Trump's signing of the 2026 National Defense Authorization Act, which formally repealed the sanctions regime. The original Caesar Syria Civilian Protection Act, enacted in 2019, authorized broad economic and travel sanctions against individuals and entities, both Syrian and foreign, providing support to the military, intelligence, and energy sectors of the former Bashar al-Assad regime.
Context of a Political Transition
This policy shift occurs in the context of a changed political landscape in Syria. The long-standing Assad regime, in power for decades, ended last December when Assad fled to Russia. A new transitional administration under President Ahmad al-Sharaa was formed in January, altering the calculus for international engagement and sanctions policy aimed at Damascus.
