Russian Foreign Minister Sergey Lavrov told US Secretary of State Marco Rubio that Moscow has begun systematic strikes on military targets and decision-making centers in Kyiv, urging Washington to evacuate its diplomatic personnel from the Ukrainian capital as security conditions deteriorate.


Russian Foreign Minister Sergey Lavrov informed US Secretary of State Marco Rubio during a telephone conversation that Russian forces have begun systematic strikes against military sites in Kyiv, according to Russian state news agency Tass. The strikes target military installations and corresponding decision-making centers used by Ukrainian forces in the capital, the Foreign Ministry said, citing direct instructions from President Vladimir Putin. Lavrov emphasized that the actions came in response to continued attacks by the Kyiv regime against civilian populations and infrastructure within Russia.

Evacuation warning issued

Lavrov urged the United States to ensure the immediate evacuation of its diplomatic personnel and citizens from Kyiv as security conditions deteriorate, the statement added. He referenced high-level discussions held in Anchorage in August 2025, noting that agreements reached during those talks regarding the Ukrainian conflict were being undermined by European elites and the Kyiv government. The top diplomat expressed regret that these efforts had derailed a potential settlement based on a balance of interests.

Diplomatic missions and regional issues

Beyond the Ukraine crisis, Lavrov and Rubio exchanged views on diplomatic initiatives concerning the crisis in the Strait of Hormuz and the situation surrounding Cuba, the ministry reported. The two officials reaffirmed their commitment to improving the functioning of Russian and US diplomatic missions in each other's countries despite ongoing disagreements. The US State Department has not yet issued a public statement regarding the telephone exchange.
