After a slowdown due to Iraq’s elections, Ankara and Baghdad are resuming high-level security talks. Counterterrorism operations in Kandil, Sinjar, and Sulaymaniyah top the agenda, alongside full protection for the multi-billion-dollar Development Road project.

Türkiye and Iraq are entering a renewed phase of security cooperation as bilateral talks gain momentum ahead of summer. According to official sources, the process had temporarily slowed because of Iraq’s internal election cycle, but both capitals now plan to comprehensively address regional threats and economic infrastructure.

Full security demanded for trade route

Sources indicate that Baghdad has shifted its earlier stance on counterterrorism. “Iraq no longer sees this as only Türkiye’s problem,” one security official said. “They have arrived at the same point we are on.” The Development Road—a strategic corridor linking the Gulf to Europe via Türkiye—requires complete stability along its route, making Iraqi territory a shared responsibility.

Türkiye to present clear demands

Upcoming meetings will see Ankara press for the clearance of terrorist elements from Kandil, Sinjar, and the Sulaymaniya region, where the Talabani family’s position remains a key variable. Turkish officials expect a senior Iraqi delegation to visit soon, with dialogue mechanisms set to intensify by early summer.

Turkish military to train Iraqi forces

Under agreements signed last year, two joint centres are being activated: a Security Coordination Hub in Baghdad and a Training and Cooperation Centre in Bashiqa. The Turkish Armed Forces will provide instruction in intelligence, reconnaissance, combat tactics, and coordination to both federal troops and local security units, strengthening Iraq’s own capacity against militant networks.
