Turkish officials are finalizing the Medium-Term Program (MTP) for 2027-2029, set for release in September, alongside preparations for the 2027 central government budget. The roadmap prioritizes price stability, fiscal discipline, and employment, with spending caps and reform targets to guide public institutions.

Türkiye's economic administration is putting the finishing touches on the Medium-Term Program (MTP), a comprehensive three-year roadmap that will define the country's macroeconomic trajectory from 2027 through 2029. The program, expected to be unveiled in the first week of September, is being prepared concurrently with the 2027 central government budget. President Recep Tayyip Erdoğan recently noted that intensive work lies ahead, as economic teams finalize the MTP while reform packages are also being readied for parliamentary submission.

Macroeconomic targets and fiscal discipline

The MTP will establish key targets for inflation, growth, unemployment, current account balance, and foreign trade figures, providing a clear framework for economic policymakers. Beyond setting broad objectives, the program will impose spending ceilings on public institutions and outline priority reform areas to maintain fiscal discipline. Teams from the Strategy and Budget Office and the Treasury and Finance Ministry have accelerated their efforts to ensure the program reflects both domestic priorities and global economic conditions. Vice President Cevdet Yılmaz confirmed the September release, emphasizing that price stability remains Ankara's foremost economic objective.

Budget preparations align with program targets

Alongside the MTP, the 2027 central government budget is being drafted in alignment with the macroeconomic indicators and expenditure principles established within the program. The budget proposal, which will detail revenue forecasts and spending allocations, is scheduled to be submitted to the Turkish Grand National Assembly by October 17. Following submission, the plan will undergo review by the Parliamentary Planning and Budget Committee before proceeding to a full parliamentary vote for final enactment. The coordinated preparation of both documents reflects the government's commitment to coherent and transparent fiscal planning.

Reforms and parliamentary agenda

President Erdoğan highlighted that reform packages will accompany the economic roadmap, signaling a broader legislative agenda to support structural transformation. The MTP and budget together form the cornerstone of Türkiye's medium-term economic strategy, aiming to balance growth with stability while addressing persistent challenges such as inflation and employment. As global economic uncertainties persist, Ankara's focus on disciplined fiscal policy and structural reforms positions the country to navigate external headwinds while pursuing sustainable development. The September announcement is expected to provide markets and investors with greater clarity on Türkiye's policy direction for the coming years.
