The European Commission has published new guidelines clarifying transparency obligations for AI systems under the EU AI Act. Providers must ensure users are notified of AI interactions and AI-generated content is marked, with the rules taking effect on August 2.
The European Commission has issued new guidelines to help providers and users of artificial intelligence systems comply with transparency requirements under the EU AI Act, which comes into force for most obligations on August 2. The guidance clarifies responsibilities for informing users when they are interacting with AI systems and ensuring AI-generated or manipulated content can be identified.
Provider and Deployer Obligations
Under the rules, providers must design systems that notify users when they are directly communicating with an AI, such as chatbots, and include machine-readable markings to detect AI-generated or altered content. Deployers must inform users when they are exposed to deepfakes, AI-generated content on matters of public interest without human review, and emotion recognition or biometric categorisation systems.
Support and Implementation
The Commission is developing additional support tools, including an AI Act Service Desk, to help organisations understand and implement their obligations. The guidelines aim to ensure transparency while balancing innovation and the protection of fundamental rights.
