Türkiye's intelligence chief joins Gaza ceasefire talks in Cairo

Türkiye's National Intelligence Organization chief Ibrahim Kalin attended ceasefire talks in Cairo on Monday, meeting with Egyptian and Qatari officials alongside Palestinian representatives to advance the second phase of the Gaza agreement and review a draft roadmap for reconstruction and governance.
Ibrahim Kalin, head of Türkiye's National Intelligence Organization (MIT), attended high-level talks in Cairo on Monday focused on implementing the second phase of the Gaza ceasefire agreement, meeting with representatives of Palestinian groups and officials from guarantor countries Egypt and Qatar.
Cairo talks focus on ceasefire implementation
The Egyptian Foreign Ministry said the discussions proceeded in a "constructive atmosphere" as participants worked on a draft roadmap aimed at advancing the ceasefire process and resolving obstacles on the ground. The talks reviewed steps to complete first-phase obligations, increase humanitarian aid entry into Gaza, and maintain calm while addressing the territory's administration, reconstruction, and the potential deployment of an international force.
Regional security discussions
On the sidelines of the main session, Kalin held separate meetings with Egyptian intelligence chief Hassan Rashad and Qatari Prime Minister Sheikh Mohammed bin Abdulrahman Al Thani. The talks addressed the ongoing US-Israel war with Iran alongside developments in Somalia, Sudan, and Libya, according to security sources.

Ceasefire timeline and obligations
The Gaza ceasefire agreement entered into force on Oct. 10, 2025, with its first phase mandating a prisoner exchange, expanded humanitarian access, and the partial withdrawal of Israeli forces. Palestinian sources said Israel has not fully met its obligations under the deal and that attacks have continued, while the second phase is expected to address Gaza's administration, reconstruction, and the deployment of an international force.
