Türkiye's 2026 defense strategy targets quantum and AI breakthroughs

Türkiye is set to channel significant resources into breakthrough technologies like quantum computing, artificial intelligence, and hypersonic systems in 2026, as outlined in the newly released Presidential Annual Program. The comprehensive strategy aims to bolster the nation's defense and aerospace sectors, with ambitious targets including $8 billion in exports and increasing the domestic content rate to 83%. This roadmap underscores a determined push for technological self-sufficiency and global competitiveness.

Focus on R&D and Strategic Technologies

The plan mandates continued progress on four key R&D projects aligned with the Defense Industry Agency's (SSB) long-term vision. Furthermore, nine distinct AI-driven R&D initiatives will be advanced. A cornerstone of the technological push will be the establishment of a quantum technologies development platform, which will include a contract for the design and production of quantum processing units (QPUs).

Building a Domestic Talent Pipeline

A critical component of the strategy involves massive investment in human capital. The government plans to expand the "Savunma Gelisim" digital training platform and continue four competency development programs for university students. Initiatives like the ELMAS Program for vocational high school students will be sustained, with new efforts underway for industry workers. Major events such as TEKNOFEST will be leveraged to publicize the sector and attract young talent, with specific programs targeting middle school students.

Cybersecurity and Dual-Use Expansion

The program strongly emphasizes achieving cybersecurity sovereignty through indigenous solutions. Projects include developing systems for high data volumes and endpoint security for the Turkish Armed Forces, with the Zero Trust Network Access (ZTNA) architecture to be produced domestically. The Türkiye Cybersecurity Cluster will promote homegrown security products to public officials. Concurrently, a dual-use roadmap will be prepared to adapt military-grade technology for civilian applications, enhancing the return on defense investments.

International Outreach and Industrial Goals

To boost its global footprint, Türkiye will conduct defense industry cooperation meetings with high-potential export countries and support firms attending international fairs. The overarching industrial goals for the coming year are clear: achieve a sector turnover of $20 billion and create 120,000 new jobs, solidifying the defense industry's role as a pillar of the national economy.
