European Union governments have agreed on legislation to implement a legally binding phase-out of Russian natural gas imports by January 2028. The measure includes a gradual ban on both pipeline gas and liquefied natural gas as part of the bloc's energy security strategy.

The European Union has moved forward with a comprehensive plan to eliminate its dependency on Russian energy resources, reaching a political agreement to phase out imports of Russian natural gas by 2028. Staged Implementation Timeline

The phase-out plan features a carefully structured implementation schedule, with initial restrictions on Russian gas imports taking effect from January 1, 2026. The agreement includes transition provisions for existing contracts, allowing short-term agreements signed before June 17, 2025, to continue until June 2026, while longer-term contracts may remain operational until the complete prohibition begins on January 1, 2028.

Enhanced Enforcement Mechanisms

To ensure the ban's effectiveness, member states have endorsed new customs procedures and authorization requirements for gas imports. These enforcement measures include comprehensive documentation standards for all gas shipments entering the EU market and verification protocols to confirm the origin of LNG cargoes, creating a robust monitoring system to prevent circumvention of the restrictions.

National Implementation Requirements

The regulatory framework includes differentiated obligations for EU member states based on their current energy profiles. Countries that have already eliminated Russian gas from their energy mix will be exempt from submitting national diversification plans, while those still dependent on Russian supplies must develop detailed strategies outlining how they will secure alternative sources and transition to non-Russian energy providers.
