Russian Sports Minister Mikhail Degtyarev has revealed plans to institutionalize bilateral athletic collaboration through a comprehensive roadmap covering 2026-2028. The initiative encompasses twenty-two sporting disciplines and anticipates hosting 1,700 Russian athletes in Türkiye this year, while Turkish competitors increasingly participate in Moscow-hosted events, marking a significant escalation in mutual sporting engagement.

Moscow and Ankara are preparing to formalize their athletic partnership through a strategic document mapping joint competitions for the upcoming three-year period. During recent consultations in the Turkish capital, Russian Sports Minister Mikhail Degtyarev held substantive discussions with Youth and Sports Minister Osman Askin Bak and World Ethnosport Union President Necmeddin Bilal Erdogan. The forthcoming roadmap aims to structure cooperative ventures across twenty-two existing disciplines while creating mechanisms for regular high-level dialogue between the nations' sporting authorities.

Expanding athletic exchanges

Cross-border sporting traffic is set to increase substantially, with approximately 1,700 Russian competitors expected to participate in Turkish events this year, representing a marked increase from the previous year's 950 participants. Turkish athletes are similarly welcomed at Russian competitions, particularly in combat sports and precision disciplines such as archery, where Ankara maintains particular strength. The exchange encompasses not only competitors but also technical expertise, with Russian coaching personnel currently embedded within Turkish sporting institutions.

Traditional sports and cultural heritage

The collaboration extends beyond modern Olympic disciplines to encompass traditional athletic practices that preserve cultural identity. Degtyarev emphasized the significance of cooperation with the World Ethnosport Union in safeguarding intangible heritage through sport. Both nations view conventional games as essential components of national culture, with state-level support directed toward maintaining these practices amid contemporary sporting globalization.

International sporting governance

The Russian minister criticized existing international sanctions mechanisms, characterizing them as politically motivated impediments that disproportionately affect athletics. He specifically challenged the application of the Olympic Truce principle, arguing that recent geopolitical actions by other nations have violated this convention without corresponding sporting sanctions. Moscow continues advocating for the unconditional participation of all athletes under their national flags, opposing what Degtyarev termed discriminatory double standards in global sports administration.

Economic diplomacy and major forums

Beyond competitive exchanges, the partnership incorporates sporting dimensions within broader economic diplomacy. Turkish officials have received invitations to strategic sessions at the St. Petersburg and Vladivostok international economic forums, where President Vladimir Putin participates in sports-related discussions. Additionally, Moscow has extended offers for Ankara's involvement in the "Russia: Country of Sport" International Sports Forum and the global "One Run" half-marathon series, demonstrating the integration of athletic cooperation within comprehensive bilateral relations.
